Das Forschungsprojekt "Scoring" analysiert das Sozialkreditsystem in der VR China und das Scoring im Westen zur Förderung europäisch-chinesischer Kooperationen. Scoring wird in Wissenschaft und Gesundheit sowie in der Daten-Infrastruktur ausgewertet.

Hintergrund

2000-2020 hat die chinesische Regierung ein Sozialkredit-System eingeführt, in dem alle Firmen und Einzelpersonen erfasst sind. Das Verhalten jedes Einzelnen und jeder Firma wird durch eine Kopfnote der Vertrauenswürdigkeit oder durch Einträge in schwarzen Listen bewertet und direkt in Privilegien oder Restriktionen umgesetzt.

So wird das Verhalten der Bürger in die von der Regierung gewünschte Richtung gelenkt (Fremdsteuerung). Auch im westlichen Datenkapitalismus unterhalten große IT-Unternehmen Scoring-Systeme, die z. B. ein Persönlichkeits-, Bonitäts- und Gesundheits-Profil erstellen. In einer Zukunftsstudie des BMBF wurde die Einführung eines Bonuspunktesystems in Deutschland für 2030 als eines von sechs wahrscheinlichen Szenarien in Aussicht gestellt.

Ziel der Studie

Mit dem Projekt sollen die Voraussetzungen geschaffen werden, dass man die Entscheidung, ob man ein Scoring einführt, auf informierter Grundlage treffen kann.

Durchführende

Das Verbundprojekt wird von David Martin geleitet und von Martin Woesler chinawissenschaftlich beaufsichtigt. Das Teilprojekt an der Universität Witten/Herdecke analysiert interkulturell Quellen der Wissenschaft (Leitung: Martin Woesler) und Gesundheit (Leitung: David Martin, Mitarbeiterin: Yi Song).

Förderung

2021-2024 fördert das BMBF dieses Forschungsprojekt „Analyse des Sozialkreditsystems in der VR China und des Scorings in Deutschland (SCHUFA et al.) zur Förderung europäisch-chinesischer Kooperationen“ („Scoring“, 01DO21004, Fördersumme etwa 0,5 Mio. Euro) im Verbund mit der Leuphana-Universität.

Das Teilprojekt an der Leuphana Universität Lüneburg (Leitung: Martin Warnke, Mitarbeiterin: Christin Nax) analysiert die Daten-Infrastruktur in Ost und West.

The research project "Scoring" analyzes the Social Credit System in the PRC and scoring in the West to promote European-Chinese cooperation. Scoring is evaluated in science, health and data infrastructure.

Background

In 2000-2020, the Chinese government implemented a Social Credit System that includes all companies and individuals. The behavior of each individual and company is evaluated by a head score of trustworthiness or blacklist entries and directly translated into privileges or restrictions.

In this way, citizens' behavior is steered in the direction desired by the government (foreign control). Even in Western data capitalism, large IT companies maintain scoring systems that, for example, create a personality profile, a creditworthiness rate and a health profile. In a study on possible future scenarios conducted by the German Ministry of Education and Research, the introduction of a bonus point system in Germany was envisioned as one of six probable scenarios for 2030.

Project Aim

The project aims to create the conditions for making an informed decision on whether to introduce a super scoring system into any kind of society.

Collaborators

The collaborative project is led by David Martin and supervised sinologically by Martin Woesler. The subproject at Witten/Herdecke University analyzes cross-cultural sources of science (Management: Martin Woesler) and health (Management: David Martin, collaborator: Yi Song).

Funding

The German Ministry of Education and Research funds this research project "Analysis of the Social Credit System in the PR China and Scoring in Germany (SCHUFA et al.) to Promote European-Chinese Cooperation" ("Scoring", 01DO21004, funding amount about 0.5 million euros) in 2021-2024. It is conducted in association with Leuphana University.

The sub-project at Leuphana University of Lüneburg (Management: Martin Warnke, Collaborator: Christin Nax) analyzes the eastern and western data infrastructure.
